Add ChibiOS packages to the avr_setup script (#468)
* Add ChibiOS packages to the avr_setup script
* Add git as a dependency
* Rename avr_setup.sh -> install_dependencies.sh
Also fix the Vagrant welcome message to reflect the new directory
structure.
